Technology Alert: U.S. Internet provider Lumen, one of Russia’s top sources of international data, says it will cut ties with the country

Lumen's circuits are roughly akin to interstate highways that funnel traffic into and out of Russia. The move is likely to seriously strain the ability of Russians to gain access to international services, such as news sites and social media based in the West.
