While some conservatives have criticized Biden's decision, saying that he's limiting his choices, he is not the first president to make a commitment about increasing representation on the bench. The Post's Gillian Brockell reports in Retropolis on how President Ronald Reagan once made a similar pledge on the campaign trail.
